It is very easy to measure PDF pages in Adobe Acrobat. Here’s a quick tutorial on how to do it:

Navigate to the top menu bar and then click 'All Tools'.
Choose 'Measure Objects' from the list of options.
After that, specify your preferred 'Snap Types' and 'Measurement Types'.
Go to the PDF page and start making measurements. Simply click on the starting point and then drag it to another. Once done, double-click on the last point to end the measurement path.
After completing these steps, the final measurements will be displayed on the Perimeter Tool panel.
